How it's delivered

Fathom is the standard, the assessment, and the registry. Remediation and on-the-ground work are performed by independent firms accredited against EC-Water. This separation is what makes the certificate defensible to a regulator, a reinsurer, and a court.

Why we don't hold a wrench.

Fathom assesses, verifies, certifies, and monitors. Fathom does not perform remediation or restoration work. Remediation and response are executed by independent firms accredited against EC-Water, audited by Fathom, and removable from the network for cause.

This separation is deliberate. A standards body that also sells the work it certifies is not a standards body. Lenders, insurers, and reinsurers can rely on the Readiness Record precisely because Fathom does not have a contractor's incentive to grade its own homework.
